Add eggs, one at a time, beating well after each egg. Beat in vanilla. Add flour, baking powder, baking soda, and cream of tartar.  Mix well. Form into 1 1/2 inch balls 2 inches apart and flatten slightly onto ungreased baking sheets.  Bake at 350 degrees F for 10-12 minutes or until golden brown.
